Job Summary

ASSIGNMENT DESCRIPTION: Research Psychologists apply social science and psychological theory through applied research to investigate various issues, questions, and problems involving human behavior. In addition, they apply measurement methods and tools to assess the attributes, attitudes, and activities of the workforce, and develop plans to address research findings. They provide consultative services for HR professionals, NGA management and stakeholders, and NSG/IC counterparts.

ADDITIONAL INFORMATION: The Human Development Directorate (HD) within NGA is a center of excellence whose people are dedicated to attracting, developing, sustaining, and engaging a world-class geospatial-intelligence workforce. We work throughout the agency and beyond to drive leading edge human capital initiatives and play a pivotal role in enabling NGA's customers to achieve their desired outcomes. We are seeking a dynamic research psychologist to join us in this exciting work. As a research psychologist in either the Talent Acquisition or Human Development Advanced Capabilities Office, you will support the agency's talent identification and assessment function; collaborate with agency mission subject matter experts and stakeholders in the development and updating or application of the agency's competencies and work roles; and lead/participate in interagency projects dealing with competencies, work roles, assessments etc. You will leverage your critical thinking, listening, organizing, and communication, teaming and strategic thinking to lead agency programs and processes. Your responsibilities will include analyzing and providing technical input on competency and work role issues, developing and/or updating workforce planning processes and documents, leading research initiatives to support agency human capital programs and decisions, developing, obtaining, and validating selection assessments, and/or serving as a subject matter expert in the area of I/O Psychology for the Office. You will have the opportunity to represent the agency by participating in intelligence community forums and working groups as well as to make a significant impact across the enterprise.

This position may be eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. To receive the incentive, the selected candidate must sign a service agreement depending on the approved amount or duration of the incentive. If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

* Demonstrated experience independently applying quantitative and qualitative data analysis skills and techniques in order to analyze issues and data, identify problems and formulate data driven solutions.
* Experience developing and/or using psychometric tools and methods such as surveys and focus groups to gather data.
* Experience developing job analyses, competency frameworks, work roles, and/or position descriptions.
* Demonstrated experience effectively consulting and communicating complex information in writing and verbally, to technical and non-technical audiences at all hierarchical levels.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Psychology. Master's or equivalent graduate degree from an accredited college or university in Industrial/Organizational Psychology, Applied Psychology, Cognitive Psychology, Experimental Psychology, Social Psychology, or a related field is preferred.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

* Experience using/developing statistical interpretations and analytic tools.
* Experience managing complex projects, including developing and monitoring plans and schedules.
* PhD in industrial/organizational psychology or organizational psychology.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Band 04 $102,663 - $157,709

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus.
