Job Description:
The CID is the senior clinical leader on the task order,
providing physician-level subject matter expertise to ensure that
all clinical informatics work is clinically sound, safe, and
aligned with evidence-based standards of care. Holding an MD or DO
degree, the CID bridges the critical gap between technical health
IT implementation and real-world clinical practice within the VA
healthcare environment. The CID leads the contract's clinical
informatics resources, exercising authoritative clinical judgment
over EHR content design, clinical decision support (CDS) rule
development, care process model (CPM) design, clinical data
mapping, and clinician workflow analysis. Given VA's unique
position as the nation's largest integrated healthcare system,
serving over 9 million Veterans, and its concurrent management of
both the legacy VistA/CPRS environment and the Federal EHR
modernization effort, the CID must be deeply conversant in both the
clinical and informatics dimensions of this environment. The CID
also provides essential clinical oversight for health informatics
research activities, NLP applications, AI/ML clinical tools, and
population health analytics. Primary Responsibilities (Day-to-Day)
Lead all clinical informatics resources on the task order,
providing physician-level governance and clinical oversight to
ensure that all health informatics deliverables meet clinical
acceptability, patient safety, and quality standards. Serve as the
authoritative clinical reviewer for clinical decision support (CDS)
rules, order sets, care pathways, clinical content configurations,
and clinical data models deployed within VistA/CPRS and/or Oracle
Health Cerner Millennium. Provide clinical guidance to the Health
IT Informatics Analyst team on system configuration decisions that
directly impact clinical workflows, patient care processes, and
Veteran safety. Review and validate clinical terminology mappings
(SNOMED CT, LOINC, RxNorm, ICD-10) to ensure clinical accuracy and
fitness for intended use within VA EHR systems. Collaborate with
the Lead Terminologist to ensure that clinical concept
representations accurately reflect clinical intent and support
downstream data analytics, quality measurement, and population
health management. Provide clinical input to human factors
engineering activities, including usability assessments of clinical
interfaces, EHR screen designs, and clinical workflow tools to
minimize cognitive burden and reduce the risk of clinical errors.
Support VHA clinical stakeholder engagement activities, including
clinician interviews, focus groups, and clinical advisory board
participation to gather requirements and validate solutions. Review
informatics research proposals, NLP annotation guidelines, and
AI/ML model validation frameworks to ensure clinical relevance,
methodological soundness, and alignment with VA research standards.
Ensure all clinical informatics activities comply with applicable
standards including HIPAA, 38 CFR Part 1 (VA medical records),
Title 38 U.S.C. ยง 7332 (confidential health records), and VA
clinical data governance policies. Provide clinical content for
proposal responses to Task orders, oral presentations, and
technical demonstrations, serving as the clinical spokesperson for
the program team when required. Monitor current clinical
informatics literature, industry standards (HL7, ONC, AMIA
guidelines), and VA clinical policy updates to ensure program work
remains current with evidence-based practice. POSITION CONTINGENT
UPON WINNING AWARD Basic Qualifications Doctor of Medicine (MD) or
Doctor of Osteopathic Medicine (DO) degree from an accredited
institution; active medical license (unrestricted) required.
Minimum 8 years of post-graduate experience with at least 3 years
of dedicated clinical informatics experience in a healthcare system
of comparable complexity. Direct experience working with electronic
health record systems in a clinical informatics capacity, including
clinical decision support, order set design, or EHR content
governance. Familiarity with federal healthcare data standards
including HL7 FHIR, HL7 v2, SNOMED CT, LOINC, ICD-10-CM/PCS, and
RxNorm. Demonstrated ability to effectively communicate complex
clinical and informatics concepts to both clinical and non-clinical
audiences. Experience collaborating with multi-disciplinary teams
including IT developers, terminologists, data scientists, and
clinical stakeholders. Preferred Qualifications Board certification
in Clinical Informatics (ABPM โ Clinical Informatics) strongly
preferred. Master's or fellowship training in Biomedical
Informatics, Health Informatics, or a related field. Prior VA
clinical experience or experience implementing clinical informatics
solutions within a VA or DoD healthcare environment. Demonstrated
experience with VistA/CPRS clinical configuration, order entry, or
clinical content design. Experience with Oracle Health (Cerner
Millennium) clinical content design, CDS authoring, or clinical
workflow build. Familiarity with VA's National Clinical Informatics
Group (NCIG) processes, VA/DoD Clinical Practice Guidelines (CPGs),
and VA performance measure frameworks. Experience with NLP
annotation for clinical text, AI/ML model validation in clinical
settings, or clinical data phenotyping for research. AMIA
membership and/or prior publication in peer-reviewed clinical

above. Pay Range: Pay Range $131,300.00 - $237,350.00 The Leidos
pay range for this job level is a general guideline only and not a
